Yes. Full control like you describe would be ideal to allow us to dictate a hierarchy if we'd like to.

But alternatively, consider providing one sorting option that allows us to set up tags with a fixed order in mind, that would not be changing based on use (unlike last used or most used).

Examples:

  • Historical (creation date)
  • alphanumerical (would allow us to prefix numbers to force an order)
