One of my PM teams would feel better if new ideas submitted remained as draft only until one of their members releases/publishes it. Similar to what you can do with a knowledge base article.
Would this be possible? Thanks for any feedback and suggestion!

Currently this is not possible for Ideas similar to what you can do with a knowledge base article.
You can use the below steps to solve this problem.
You have to create a private idea board and create new role with special role permissions to view, create and edit ideas on this board.
Assign this newly role to only those members you want to work on ideas.
Create new Ideas on this private board and after you are good with to publish them for users, move them to Public Ideas board.
