Yes, just tie the earning of the badge to a new role. Then you'll just have to manually assign the role to members, who will then instantly be awarded with the badge.
I'm a little confused by your second question as unlike ranks, there's no "ordering" of roles. A member either qualifies to earn a role or they don't....

Regarding my 2nd question, I was referring to permissions assigned to roles - for example: 1 role could be member with little permissions and another is for a mod with more permissions.

No worries @Toby. Anything else is irrelevant. Eg just create a new role called Course1 , create a new badge that is only earned if you have the role Course1, then add to Course1 role to whatever member(s) you wish.
Strongly recommend you keep permissions separate. In other words, don't do roles with permissions for badges. Keep the badge roles "blank" and don't add any perms to them.
