Permissions for not logged in users

I'm looking for some wisdom regarding permissions for users that have not logged in.   In all the documentation I'm finding, it *appears* that the permission defaults apply to "members" (logged in) who do not have a role.  For example THIS DOCUMENT says:

Default permissions—these are the weakest permissions and can be overridden by role-based permissions. When you first launch a community, the vast majority of your community members will have default permissions. 

If that is true, where are permissions defined for people that are not logged in?   Is my understanding wrong?  If so and the default permissions apply to not logged in users, I assume I would need a role defined for logins=1 to immediately give people that login the ability to post a question.

My botom line question is:   Do default permissions apply to logged in or not logged in users?

@kgroneman - Default permission applied for both users. If you set any board read permission deny, the board will not be accessible for both types of users.
