Hi there - it feels a bit like this might be overcomplicating things? Re: the bounces, there should be something IT can do to route those so that they aren't coming to your community email account, believe that has to do with how it's set up. Alternatively, maybe just a filter for bounces to banish them to a folder? Reason I suggest this is that I'm not sure I see a real benefit to 'cleaning up the community database' so to speak. If the user was once active, and contributed content that informs the history of the forums. I suppose you could go the close account route and retain the content under an 'anonymous' username, but I see that as dehumanizing the community, and if you kept that process up, a large amount of historical content may look like it's not valuable anymore just because the user isn't there, which in turn sends the wrong message to active users. If it's more a matter of getting users back and engaged if their email is still active, that's a bit of a different story, but ultimately I wouldn't worry too much about inactive users in the platform.
