Hi there. I looked into it, and there does indeed seem to be a discrepancy in what the permission says it does vs what it actually requires in order to function.    The "Start a topic" button does in fact seem to require both Start Topic and Submit Posts granted in order to activate.    I'll file a ticket to update the permission description and documentation.
