The only members of our community who can create a TKB message are employees. We have run into an issue where a TKB message (knowledge base article) is sent to Spam Quarantine after edit, with no obvious reason.
Is there a way to configure Spam Quarantine settings for a community so that the rules don't apply to TKB messages?

Within Community Admin -> Mod Tools -> Moderation you can disable "Turn on spam management" on the individual node level for your TKBs. This will prevent the spam management to trigger for any activity on these nodes.
