Prevent users from creating labels

How can I prevent users from creating labels?

I figured out you can do this for each board by going to Admin > Community Structure > select the board > Manage > Features > Labels > Use only predefined labels.

However, what I'd like to do is prevent this across the entire community.

There needs to be an "Accept as Workaround" button. Heh.

This is slightly different from your use case since you still want to use predefined labels, but I wanted to mention:

If you set the global permission "Add labels" to deny, the users won't even see the Labels component on the create message page.
