Upload in progress?

I'm viewing a page and get a banner with a button saying "Document upload is in progress" - what's uploading? Why? And why would I need to refresh after it's finished?

That banner is referring to the machine translation option available for the page. The document for a particular language must still be in progress.

I'm not sure why it would be telling me something in a different language (one I have not selected yet) isn't ready. Why not just show me that message once I've selected the not-ready language? Or use a clearer message to indicate what's happening?

And that modal cannot be dismissed either. Even when I select English and click the refresh button, the modal stays in place.
