We recently launched a parallel French community to compliment our English one. Language settings can be toggled by the user.
Do any members manage a bilingual community? If so, how does one enable language preference when served the Value Analytics Survey?

Yes, we manage two multilingual communities.
You need to add the French text keys values for the Value Survey.
To do that:
When the community is set to French, then the French text keys will be displayed.
