Also, what does marking a post as Spam do? We have a spam tag that we created, but will this action mark them as Spam at a system tag level? The article doesn't go into detail about what happens to the cases in terms of closing/being marked as spam for future cases from the author/etc.

Re "Marking as Spam" in Care (Mange view, Moderation Column) this will both mark as spam and reject the post (moderation_status) in community. We do not have a system tag for spam, however we do have a system tag for rejected. We have a larger effort planned for spam management later this year.
Sorry, I'm a bit confused. Is this feature only for customers on Care and Communities?

Yes, this is an ACM (Accelerated Community Management) feature for Care+Community customers.
