Herein is the response with respect to your questions:
1) is the Exact Phrase search meant to be auto-enabled? - Ideally it should be auto-enabled for all communities. However, there is a setting "Include punctuation while searching setting" which needs to be disabled. This setting is generally disabled by default in most scenarios. I would say this is a "pre-requisite check" that needs to be done before one starts using exact phrase search. In other words, it does involve a pro-active step of disabling the setting (if enabled, which I feel would be rare)
2) On our staging site, when I went to enable the feature, I noticed that it was already enabled (by the checkbox being NOT checked). Is this expected? Does everyone get this feature UNLESS they turn it off? - Yes, this (checkbox NOT checked) is expected. This setting is generally disabled. However, this feature would start working when this setting is disabled and not enabled.
3) "coffee maker" beans - The exact phrase search will not work here. You will get results with all three keywords in any sequence. Exact phrase search works standalone. It will work fine with "coffee maker", when only one statement within quotes is inputted and does not have other accompanying statements.
