Hi, SheenaK! Are you looking at the same board in both of these situations?

If it's two different boards in question, it's possible that one of the boards is configured to use only preset tags and that there is only one tag configured in those preset tags—and then the other board has more preset tags configured (or freeform is allowed) and that's why someone may be able to add more in that board. 

Let me know if this doesn't match your situation and I will look into it more!
