Both is possible, yes.

1. For the server side automatic tag addition on message creation you might look at subscribing to the "MessageCreate" event and then accessing a custom Community endpoint to add the tag to the newly created message.
2. The client side JavaScript tag prepopulation is probably easier though by just adding a custom component to the PostMessage page that just adds the tag of your liking in the tag entry field:
   

   $(document).ready(function() {
       $('#lia-body #lia-tags').val("MyTag");
   }

    You might want to check if the message to be posted is a new topic or a reply.

yes, it is possible to have different skin for different blogs. you just need to go "Blog Admin" -> "Display" -> "Skin", select a different skin, which will overwrite the community level setting.

I guess you could build something custom to use the rest API to inject new content but I wouldn't suggest that's the best way or even suggested to be honest. My best advice and to make sure you get the job done, I would use li professional services and get them to migrate the content, normally done as part of the launch service but I am sure they could do this for you Post live.  

Obviously at a cost but for peace of mind and to ensure you get all content moved in the best and quickest way I would suggest ts method.
