Yes, agree, we are planning additional changes in the medium term to move in that direction. The immediate enhancements being rolled out in 21.4 is a step towards controlling visibility of videos outside of the message it is part of. A new permission 'Hide/Unhide Own Videos', if denied, all videos uploaded by the users will be hidden outside of the content it was originally part of.
