Creating Customizable Custom Content block

Your community admins should be able to update the links inside the "Follow us" social media dropdown menus, if they're somewhat comfortable with html i.e. If they can identify what each tag in this line of code is, and know where they need to update the link, then they should be ok to tweak the content of that "Follow us" custom content module

If you mean you would like an additional custom content space added to these various quilt pages in addition to the "Follow us" content area, A place where the community admin could add whatever content they wished in there, you should be able to add custom content areas to these pages via studio or file a case and ask Support to add one of your blank custom content areas to these pages. As Scott mentioned they can be node scoped meaning if you add your content at the Community level, that same content will cascade down to the lower levels of the community, until you were to go the the admin of a lower node (blog or category) and change the content at that level. Then it would no longer inherit the content set at the "higher" level.

If you've run out of custom content areas, you can also file a case to have more created for you.

If you're worried about your community admins not being html savvy, there's a plethora of guides and tutorials online to get someone up to speed with very basic html tags and css.
