Would this work in the Idea Exchange as well?
If you mean having the Report Content button on the Idea Message, yes that's added as well with the above instructions.

I can see the "Report Content" option in Topic Options but not on the "idea" post or subsequent comments.
It should be possible to add the button to the comment messages as well, by adding the "report-abuse-mobile" custom component to the "SimpleCommentMessage" quilt (that's used for Blog as well), and adjust the css styling.
I did a quick test and seems to work, but it would require some more testing to confirm it's really working as expected.
