Displaying kudos based on condition statement

I don't think there's a single REST API call to do exactly what you want, but I think you should be able to get pretty close. I'd suggest checking out this call, which will give you the top kudoed messages for the Community:

If desired, you could page through the results until you reach the kudo count threshold you want.
