Is it possible to control (via the community admin or studio) what types of files that can be attached with the posts and what sizes can they have?

Yes, you can customize file attachments. Just open Admin => Sytem => File Attachments to find the options for file types and size:
Keep also in mind that you can enable and/or customize this setting also only on selected community nodes, e.g. enable certain file types on on selected boards.

Could you please let me know if is it possible to control these variables for the file attachments at the user group and user roles levels, for e.g. if I want to accomplish this - users in a given group with a specific role can attach a file of max n MB and of xyz type?
