For the first question - Could this be due to merging topics/posts or even a deleted one? A year into using the bulk data API, this seems to be something that comes up a lot with our data. When something gets merged, deleted, archived - Data all gets a bit whacky.
For the latter - I’m clueless there, and our reporting genius is out of town this week else I would ask him.
