If I understand you correctly, you are trying to have an e-mail be sent to customers when they change their e-mail via your custom UI? If that is the case, if you call the change e-mail API it will send an e-mail verification e-mail to the customer who's e-mail has been changed. Note: you can't set the e-mail to the existing e-mail.
If you are trying to just re-send a verification e-mail for the existing e-mail, I don't think there is currently a specific API for that.
