How do you control the custom content that may appear on a custom page?

I have discovered my problem. I thought I had populated the Custom Content 1 component (at the Community level), but i had not.  When I populate it, content appears.

Now if I could just figure out a way to make this custom page fall within a certain (lower) part of the Community Structure, that would be great!
