How to enable mobile and tablet skin

I came to know from blogs that the custom skins can get mobile and laptop  versions, But I am unable to get this option when I created a new skin. Could you please guide me how to achieve this?

From my developments , I could not able to create separate skins for each desktop, mobile and tablet and how we can add those into our development. Please suggest us the way to go further.
