Need clarity on implementation of Header and footer

http://community.lithium.com/t5/Launching-your-site/Providing-your-Lithium-design-UI-for-launch/ta-p/69314   can I get more clarity on implementation of the method mentioned in above article?

    Hi dhiraj_gophane,

     

    For option A mentioned in the above article, you will need Lithium PS to configure the URL fetcher from the backend and save it to some community settings which you can read/re-process in Skin wrappers.
