Notification icon not appearing for some user?

Hi All, I have set up to show the code to show notification on on top of the site. But Iam facing some strange behaviour. I can see some user can see notification successfully but some user can't se...

Not sure why users can't see the notification icon ...

2 questions:

1- have they tried to clear their cache? 

2- is there a pattern? (user with the same role / rank and/or the same web browser)
