notifications from community wide

Since the release of user notification (the bell on lithosphere), there are a lot of customers asking if there is an api for notifications of all users community wide.
This is an existing api for notifications per user
Customers want a api or service to fetch certain notifications of all users, eg. someone reply to someone's post (excluding certain boards like moderator boards). or someone give kudos to someone, probably not someone private message to someone.
I can say there are definitely requirements from the market, so it is pretty worth to implement.
