what is the api to query if a user has a certain permission, eg, "switch user"?
I know that we can use role to check. But it is not the best way.

The coreNode custom context object has a permissions.hasPermission(...) method that allows you to check the permission of the current user in the node. See here for more details:

where can I found the list of available permission types?
Hi kc. I'm putting together a list of possible values now. I'm hoping that I'll be able to update the coreNode context object article by the end of today.
Permission identifiers are located at the top of Permission descriptions. You will also see a link to this document in the documentation for coreNode.permissions.hasPermission("permission_identifier").

Let me check with engineering about those two. You have valid permission identifiers, but I want to be sure that those are safe to use in a custom component.
