Problem with Options Dropdown

I need to customize the forums page, but I have following problems,

The menu shows "New Message"  button and an "Options" drop down, and a Pagination. I need to get the rid of the pagination in the menu as i have already added paging below the list of threads. As I am redisigning it in the custom component, how can I create the options dropdown in my code?
