Query does not return data for all users

Why is this query only returning data for my userid and not all users?   SELECT id, target, subscriber FROM subscriptions WHERE target.type = 'board'   I've tried with rest and restadmin. Is this...

Mentioned API return only your own subscriptions list. It does not return the subscriber's list. You have to pass the subscriber id to get the someone else's subscription list. 

SELECT id, target, subscriber FROM subscriptions WHERE target.type = 'board' and subscriber.id = '1234'
