Could you try splitting the roles in different brackets, i.e.(has_role("Emp")) || (has_role("admin"))
As we usually do for different parameters,http://community.lithium.com/t5/Rankings/Create-a-ranking-formula/ta-p/108837
But as per this thread, http://community.lithium.com/t5/Developers-Discussion/Rank-formula-question/m-p/30885/highlight/true#M327 what you have implemented seems correct, so try maneuvering it a bit :)

I got an error when trying to save it that way.
I have decided to just give our Admin's the Employee permissions as well. For Administrators I find this is OK. For other users it could be problematic as they seem to inherit the lowest permission set at times.
