Remove User Email Page

Question

What is the the functionality of the link in emails "Don't want to receive emails from us? Just click here."

I am working in a stage site. When the link is clicked it takes me to the Remove User Email Page. However it doesnt seem to do anything.

Could this possibly be an issue cause it is a stage site?

This link will un-subscribe you from the mailing list. This should be working on stage as well.
