Yes we saw the same in the documentation but it says that if you add the new skin by admin then only it will appear in the css section. As of now i can see the file in css tab, So can i think that it get added in display.

I do not think so I am seeing all the skins which not applied to the community. 
Can you please check your skin if it is applied or not.
