Have you checked by using endpoint and doing below restadmin call in it :
http://community.lithium.com/community-name/restapi/vc/messages/id/[id] /uploads/attachments
[ return url parameter from endpoint to download attachment of that message ]

I can find the url value. But direct requests to the url do not allow download
