RWD Maximum Width?

I've been reading all sorts of tutorials, documentation, etc. and I think I'm likely just missing the obvious. How does one set the maximum width of a community in the responsive design? I'm familiar with grids, XAML, and all that fun stuff, but I'm still stumped and every solution I've thought of would have adverse affects in other parts of the design. And I see where to set the breakpoints that use the min width, but nothing regarding max width.

All I'm trying to do is tell my community as a whole that I don't want it ever being any wider than about 1000px (exact width TBD). This includes the header, components, footer, etc. Anything outside the max width should be the background color.
