Simple answer - You are correct.
Complex answer - Every company does it a bit different. Best case scenario is to get a development instance (an instance disconnected from stage and prod). Do all development there, move changes when ready to stage. Otherwise, yeah, it can be a bit messy depending on how many people are using stage, how much actual dev work is taking place, and if you are using any third party vendors.
Do you mean the paid Dev instance or doing the development on the local machine through the lithium-sdk?
