Nowadays, it's a trending issue. Username is case insensitive. But however, some accounts are created with same email ids and same login name. Most probably you also have SSO enabled in your community. If yes, I just want to confirm that both the users are SSO user?
We had the same issue in our community. We are also working on this and it seems that the issue is at SSO end. So you have to sync with your SSO and Lithium support team.
