Visitor.ID value stickiness

I'm wondering how Sticky is the Visitor.Id value returned by the LSI bulk data call?

After a user has entered the site and been assigned a visitor.id value will they retain the same value when they return back to the website?

I'm assuming there are certain conditions when the visitor.id will be reassigned, such as if the user comes back to the site with no cookies?
