You can make one of these calls to see messages that a user has reviewed (and thus given ratings to):

http://community.lithium.com/t5/Community-API/bd-p/developers-rest-api?leaf-id=User.reviews#User.reviews.recent

You can see a user's average message rating by making this call:

http://community.lithium.com/t5/Community-API/bd-p/developers-rest-api?leaf-id=User.average_message_rating#User.average_message_rating
