Is there anyway to use api 2.0 query to find out who moved a post from one board into another?
something like this but can show who moved?

As far as I know there is no way to do this with the API. I wanted to do something similar recently and asked about it here Can You Get the Move History of a Post With the AP... - Atlas (khoros.com)
If anyone knows a way to do this, I'd really like to know as well.
I'll answer this differently even though I tried to do it in the post Akenefick linked...
Wouldn't the audit log in Admin -> Mod tools capture this? Or do API calls not get captured in there? I have no idea/can't recall?
edit: It looks like it is capturing stuff actually on our end, so, go check the audit log maybe?
