How to use queries with Bulk Data API?

How do you specify these queries in an API call? Or are these supposed to be theoretical queries against the data received from Bulk Data API, after they are stored in a database?

Yes, you are right. These are sample theoretical queries to construct community analytics metrics, to run against the data which is exported using Bulk API and stored in your SQL data store.
