Notification icon not appearing for some user?

Hi All,

I have set up to show the code to show notification on on top of the site. But Iam facing some strange behaviour. I can see some user can see notification successfully but some user can't see the icon.

 

Is there any setting which I have to update. Its strange because most of user can see the notification but some user can't see the notification icon on top. example for having notification:

Above is the image for reference. This user have some notification that's why its showing notification count and bell icon. At the same time other user can't see the notification icon.

I also set up the setting which i Can see

    Not sure why users can't see the notification icon ...

    2 questions:

    1- have they tried to clear their cache? 

    2- is there a pattern? (user with the same role / rank and/or the same web browser)
