Permissions do not appear to be working properly

Question

currently we have the ability to subscribe to labels enabled for all users . However some roles are not seeing the subscribe button even it's enabled. Is there another setting that we are missing.

Is there a way for the subscription button to work if they haven't verified their email? We want this to be easy and to reduce the barriers to leveraging this - are we able to tweak the way the subscription button works so that they can see it?

Is it possible that some of the accounts in question have not verified their email addresses? That could also affect the ability to subscribe/receive emails.

I am checking, how would i activate a user or check if a user is activated?

I checked, at least one is verified, so that's not the issue.
