Requires dependency to upgrade Base Theme skin

I am trying to upgrade Base Theme inside of Studio > Features from version 1.1 to version 1.2. When I click save, I get this message:

No changes were made! Make sure your dependencies for the feature version changes are met.

What dependencies do we need for this upgrade that we might be missing?

    There's a known bug in Studio which prevents upgrading Themes versions.  If you have an open engagement with Professional Services, please ask us to upgrade the version for you.  If not, please open a Support ticket for the same.
